Historia produkcji skupia się wokół miasta Bilgewater, ukrytego wśród Wysp Niebieskiego Płomienia, pełnego przestępców i degeneratów, oraz Wysp Cienia, zniszczonych lata temu przez tajemniczy kataklizm. Królowa Bilgewater, pragnąca zaprowadzić porządek w swoim mieście, zbiera wokół siebie ekipę herosów by zmierzyć się z rosnącymi wpływami mocy Czarnej Mgły.
